Instructions
In a thick bottomed pan, add milk and boil it on medium flame.
Keep it stirring in between. Once milk boils lower the flame and cook for another 5 mins.
Add powdered oats, almond meal, cardamom powder and milk powder and mix nicely.
Cook for 2-3 minutes when rabri/custard starts to thicken, add jaggery powder and mix well.
If lumps form you can use blend in jar once mix, is slightly warm. Or, can also use hand blender.
Once the rabri completely cools down, add chopped mangoes pieces or puree. When adding chopped mango pieces you can blend it in blender(or hand blender).
At this stage, you add coarsely chopped pistachios or add while transferring rabri/custard in mold.
Freeze for about 8 hrs.
How to freeze Kulfi without any Kulfi mold
If you don't have Kulfi or Popsicle molds your can use cupcakes paper cups like shown in video.
To Freeze in molds(Popsicle molds or Cupcake paper cups). Add rabri to molds or cups. Cover with a foil. Make a slit with knife in middle. Insert a Popsicle stick or Skewer in the slit.

In place of almond meal, you can add finely powdered almonds or soak handful of almonds, take out the skin, and grind to fine paste.If you don't want to use jaggery powder, you can add any castor sugar or any raw sugar(honey).Milk powder is optional and adds on to more creaminess.You can also make plain kulfi without Mango Puree. Add more more finely chopped nuts or saffron milk along with nuts.
